After his brother, Gerry “Dinggoy” Roxas Jr. died in 1993, he stepped in to replace him. Mar was a banker in New York at that time. He had quit his job and went back to the country to make sure the family would still be able to reign in the province. He had shared with the people that he was not initially groomed to be the politician of the family, but was thrust to be the Congressman for the first district of Capiz.
